Pak Soft Skills Certification: Complete Guide for Overseas Job Applicants in Pakistan

In 2025, the Government of Pakistan introduced a new free online certification program called Pak Soft Skills. This program is now mandatory for individuals planning to work abroad in countries such as Saudi Arabia, UAE, Qatar, Europe, and Canada. Without this certificate, applicants cannot receive the final passport clearance (Protector stamp) required for a work visa.

Although the course is completely free and takes only 2–4 hours to complete, it plays a crucial role in overseas employment.

Since 18 October 2025, completing a certified soft skills program has been officially required. From 19 November 2025, this rule has been strictly enforced, linking emigration clearance directly to verified training through the Protector of Emigrants.


Why Was Pak Soft Skills Introduced?

1. Worker Protection
Many overseas workers face difficulties due to lack of awareness or falling victim to fraudulent job offers. This program helps individuals understand risks and stay protected.

2. Better Communication & Professional Behavior
International employers value workers who communicate effectively, respect workplace norms, and behave professionally. This training develops those essential qualities.

3. Meeting Global Standards
Countries now expect workers to have basic soft skills. This initiative ensures Pakistani workers meet international expectations and improve their job prospects.


What Does the Training Cover?

The course is simple and user-friendly, covering key topics such as:

  • Workplace communication
  • Teamwork and collaboration
  • Professional behavior
  • Adapting to new cultures and environments
  • Discipline and responsibility

How to Register for Pak Soft Skills

Follow these steps to register and obtain your certificate:

Step 1: Visit the Official Website
Go to: https://softskills.oec.gov.pk/portal


Step 2: Create an Account

  • Click the Register button
  • Enter your personal details (name, date of birth, CNIC)
  • Provide your email and mobile number
  • Create and confirm your password
  • Click Create Account

Step 3: Confirm Your Details

  • A pop-up will display your CNIC, mobile number, and email
  • Carefully review the information (it cannot be changed later)
  • Click Yes, Continue if everything is correct

Step 4: OTP Verification

  • Enter the 4-digit code sent to your mobile number
  • Click Verify & Proceed

Step 5: Add Personal Information

  • Upload a clear photo (JPG/PNG, under 1MB)
  • Verify auto-filled details (name, CNIC, date of birth)
  • Fill in gender, religion, marital status, and father’s name

Step 6: Enter Contact Information

  • Add your permanent and mailing address
  • Confirm your contact details (non-editable)
  • Provide an emergency contact (parent/guardian)
  • Click Save & Continue

Step 7: Education (Optional)

  • Add educational qualifications if available
  • Otherwise, skip and continue

Step 8: Occupation

  • Enter your job title (e.g., Driver, Mason, Nurse, Welder)
  • Click Save & Continue

Step 9: Work Experience (Optional)

  • Add previous experience if applicable
  • If not, click Save Profile & Go To Dashboard

Step 10: Select Career Path

  • Choose “Prepare for Overseas Job – Find international job opportunities”
  • Click Next

Step 11: Choose Job Route
Select one option:

  • Job via OEC (government program)
  • Job via OEP (private agents)
  • Direct Emigration (self-applied)

Step 12: Start the Training

  • Go to your dashboard
  • Click Start Learning under Soft Skills Training
  • Complete videos and quizzes (takes 2–4 hours)
  • You can pause and resume anytime

Step 13: Get Your Certificate

  • Complete all modules and the final test
  • Download your certificate in PDF format
  • Save it for future use
